There is more to the bloody madness in Lahore or Peshawar than what it actually is seen by the world.
If security agencies are to be believed then the attacks have been launched by the Taliban (Haqqani Network), al Qaeda, Lashkar-e-Taiba… Harkat-ul-Jihad-al-Islami, Harkat-ul-Mujahideen, Lashkar-e-Jhangvi, Harkat-ul-Jihad-al-Islami, and a host of Pakistani jihadi terror groups that have joined forces.

Pakistan army is now engaged with the Taliban, its own creation. The Army and ISI certainly know where they get their money from. The army and ISI are in a position to crack behind the industry called terrorism?

The ISI says it is a good spy organization and is trying to show that it is not behind the guns these guys carry, despite the fact the Pakistan and the US officially admit that mujaheedin is the creation of ISI and CIA.

Today, the CIA is more interested in getting more action and could be likely interested in fiddling with the state called Pakistan.

This is a bad sign for Pakistan. Eventually, the nation will face a lot of problems like the ones we are seeing in Iraq or Afghanistan. Pakistan may go the USSR way. The future for Pakistan is not very bright and the world needs to stand up and take a serious note of the happenings in the region.

 


 

Taliban claims responsibility for attacking ISI office in Lahore

Hakimullah Mehsud, a deputy to Pakistani Taliban chief, Baitullah Mehsud, told The Associated Press in a telephone call that Wednesday's suicide attack in Lahore "was in response to the Swat operation where innocent people have been killed."

A little-known group calling itself the Taliban Movement in Punjab has also claimed responsibility for the attack.

 

A group calling itself Tehrik-i-Taliban Punjab, or Taliban Movement in Punjab, took the blame for the bombing in a Turkish-language communique posted on Turkish jihadist Web sites on Wednesday and referenced the fight in Swat, the SITE Intelligence Group said.  

 

The claim could not be verified, and the militant group's relationship to the Taliban was unclear.

Interior minister Rehman Malik said militants were striking out because they were losing the fight with government forces battling to uproot extremists in the northwestern valley and tribal areas near Afghanistan.

 

About 30 people were killed and at least 250 wounded when gunmen fired and lobbed grenades and then detonated an explosive-laden vanat offices of the ISI.

The attack in Pakistan's second-largest city, the capital of the Punjab province, was far from the restive northwest Afghan border region where the Taliban have established strongholds in Swat and other places and have faced a month-old military offensive.

Prime Minister Manmohan Singh announced a list of 59 ministers on Wednesday, taking the total number of ministers to 79 (including himself). (See the complete list below)

The government can accommodate 81 ministers that leaves little scope for dissatisfied leaders who can be inducted into the ministry. 

Many Congress leaders who have not been given a place this season, are peeved at the high command for not giving them a chance to "work" for the people.

"They are always giving place to their 'chamchas'. What is the contribution of people like Jairam Ramesh, except that he is close to the high command," remarked a leader on condition of anonymity.

Parliament starts working, swearing in today

While it was earlier announced that the Parliament session would start from June 1, 2009, Lok Sabha work would commence from May 28 itself - as members have to take oath, get their I-Cards issued, houses allotted in Delhi, and get their other documents in place.

This session is going to be a short (seven days) and will include swearing in ceremony and the Presidents' speech even as Prime Minister Manmohan Singh is to allocate work to his ministers today.

 

In July, Finance Minister Pranab Mukherjee is to announce the General budget.

Cong ready to give 3 ministries; DMK still counting how much it will make

Senior Congress leader Gulam Nabi Azad has been assigned the task of mollifying the DMK.

According to sources, the Congress has offered to part with three Cabinet posts - Chemicals and Fertilizers to T R Baalu, Heavy Industry to A Raja, Telecom to Dayanidhi Maran and Women and Child Development to Kanimozhi. In addition, the DMK could also get Health Ministry (M K Azhagiri).

In all, three Cabinet ministers, one Minister of State (independent charge) and three MoS. The revised offer was a flexible one - if the DMK wanted two MoS (independent charge), the Congress was prepared to do so without increasing the number.

The DMK is still not come out in the open on the latest offer.

According to a Congress leader, Sonia Gandhi’s political secretary Ahmed Patel in consultation with Pranab Mukherjee and A K Anthony with is getting the second list of ministers’ ready. As usual, there is hectic lobbying for the vacant posts. The expansion is likely to be on Tuesday. 


 

MMS has no scandal up his sleeve, a limited edition cabinet today evening

Unable to patch up with its ally DMK, the Congress is going to give the country its first limited version of the ministry. With only 19 ministers in the first Cabinet, Manmohan Singh is to be sworn in as the Prime Minister at a simple ceremony at the Rashtrapati Bhawan today.

Only two allies – NCP's Sharad Pawar and TMC's Mamta Banerjee are to be inducted into the ministry.

The Congress leaders who are getting a berth in the second UPA government include the old favourites like Pranab Mukherjee, A K Anthony, P Chidambaram, Sushil Kumar Shinde, Kapil Sibal, Murli Deora, Meera Kumar and Jaipal Reddy.

Three Congress leaders loyal to the leadership - Gulam Nabi Azad, V Ravi and S M Krishna are also be inducted in the ministry.

However, the Congress is prone to springing up surprises and last minute inductions cannot be ruled out. According to sources, the only 14 names had been cleared by the time of going into publication.

Two hours after the publication, the Congress included five more names - Ambika Soni, Anand Sharma, C P Joshi, Veerappa Moily and B K Handique. However, Kamal Nath's name was in the first lot but could not be confirmed by our sources.

DMK, a key ally of the Congress, has left the UPA after disagreements over ministerial seats. The DMK party said its 18 MPs would not serve in the government but would still support the coalition from ‘outside’.

Congress-led coalition said it had the support of 274 lawmakers prior to the DMK's announcement, which is two more than needed for a parliamentary majority.

With outside support, the coalition said it had 322 members of the lower house of parliament backing it.

Taliban minting money

From drugs and kidnapping to gems and timber…

Widely acknowledged that the Taliban get its funds from illicit drug and arms trade apart from patronising the kidnapping industry, it also has legitimate interests in gem stones, marble and timber throw which it has started fundings the terrorists activities in Afghanistan and Pakistan.

Though definite figures are not readily available, according to a senior intelligence official, the Taliban run an organised structure with sustain business operations, illegal and legal both, which fund its various activities.

A Pakistani newspaper said that the Taliban has interests in gemstones, timber and marble. However, according to highly placed sources, the newspaper was writing on tip offs of security agencies to ward off the impression that it was getting funds from non-state actors.

The newspaper tried to dispel the notion that two state actors – the Pakistan and the US, and another Muslim world state actor, fund and sympathise with the Taliban. Taliban forey into gems, marble and timber trade is a new trend.

CIA, ISI created Taliban

Recently, Pakistan President Asif Ali Zardari has said the CIA and his country's ISI together created the Taliban. "I think it was part of your past and our past, and the ISI and CIA created them together," Zardari told a news channel.

The mainstay of Taliban funds are illegal drug supply to the various countries including Europe and and South Asia from where the contraband is also shipped to the Americas. In addition, as traditionally believed, it also has open interests in arms smuggling and also patronises the kidnapping industry.

The Taliban also receives funds from business establishments that operate in the areas under its control.  However, the Taliban’s illegal timber and marble trade also gets huge amounts. According to The News, “It is not possible to put a definitive figure on how much the Taliban are making from their excursion into economic activity, but the government estimates that it is losing $800 million annually from the illegal timber trade and indiscriminate deforestation alone.”

The recent interest of Taliban in mining and marble trade have arisen as it has a huge quarry in the Federally Administered Tribal Areas (FATA) under its control. Without getting into complications, it just took over the control of the business.

According to sources, the Taliban has taken over the Ziarat quarry in the Mohmand Agency of the FATA.

It is also controlling the gems trade in SWAT. Militants had taken control of the government's emerald mines located in the mountains of Mingora, the largest city of the SWAT district.

The occupation of the SWAT mine in February 2009 followed the controversial peace deal between the North West Frontier Province (NWFP) administration and Taliban-backed radical cleric Sufi Muhammad.

According to newspaper reports, the Taliban also seized Shamozai and Gujjar Killi mines and started mining and trading gems. It also collected jaziya from Sikh families in FATA forcing many families to flee the region.

As Congress and BJP back room floor managers get set to make the deals, its advantage Congress party as it is set to emerge as the largest party and is likely to form the next government, according to an independent agency.

The Congress is set to get 156 seats where as the BJP is likely to touch the figure of 138.

The known UPA allies are getting 28 seats whereas NDA allies are likely to secure 44 seats, thus taking the UPA a notch higher by just two seats.

This practically ruins the last chance of BJP leader L K Advani to become the Prime Minister.

Indian voters however have left the stage open for horse trading with ‘Other Parties’ bagging the third biggest kitty of 177 seats, according to Maharashtra-based Chintan Group.

 TDP in Andhra Pradesh is poised to lead the hustings with 15 seats where as TRS is settling down with 5. The BJP hopes of making opening an account are to be drawn to a naught with the Congress bagging 18 seats.

RJD and LJP combine are to settle with only 10 seats, a tally that could considerably give Laloo Prasad Yadav and Ram Vilas Paswan not enough room to bargain.

However, Jayalalitha could emerge as the biggest player in the game. The AIADMK is likely to bag 32 seats, while UPA ally DMK will have to contend remaining a small fiddle as it has only five seats.

The career graph of Mulayam Singh Yadav is further set to drop as Mayawati is set to emerge as one calling the shots. Mulayam takes 22 seats in the Lok Sabha where Bhenji will occupy centre stage with 30 seats.

The Left is poised to suffer the biggest fall from the 2004 and is just about to manage afloat with 35 seats – (West Bengal 27, Kerala-5 and 3 in other states).

Demand for Rahul to become PM grows within the Congress

Though Congress party scion Rahul Gandhi has himself suggested that Manmohan Singh would be the Prime Minister, but demands from within the party are growing that the 39-year old take up the job or at least become a minister.

US does not want to meddle in Kashmir, says official

Claims are bogus; Pak uses US funds against India, promotes terror

WASHINGTON: US Special Envoy to Afghanistan and Pakistan Richard Holbrooke’s says his country doesn’t intend to "meddle" in the Kashmir issue but will support any effort by India and Pakistan to reduce their tensions.

Maintaining its neutral stand, the US wants Pakistan to take the "first step" to bring to justice the Mumbai attack masterminds.

The Pakistan regime(s) routinely takes funds from US to use against India. It takes funds given to counter terrorism to procure military hardware and funds meant for development, were pushed to promote terrorism. A US parliamentary committee recently admitted this. It may be recalled that Pakistan has recently released terror guru LeT boss Hafiz Saeed.

So this talk of the US that it does not want to interfere is solid holy crap served to the Indian babus which the Ministry of External Affairs chomps.

A former CIA official, Bruce Riedel, who co-chaired the inter-agency committee which formulated the Af-Pak policy, said: "I do not think, the Obama Administration intends to meddle in Kashmir."

Riedel said it was in the interest of the US to see tension between India and Pakistan be reduced and diminished and see a resumption of the bilateral composite dialogue and a back channel between India and Pakistan that produced some significant result between 2006 and May 2007.

"But at the end of the day it is fundamentally up to the Indians and Pakistanis to make those decisions, and change those policies that way. United States can be a supporter and it should be, but it is up to Indians and Pakistanis to find a way to reduce tensions between them," Riedel said.


Pastor attacked, communal situation tense in AP district

 

Communal tension ripped through Guntur district in Andhra Pradesh when a pastor attacked on charges of distributing Christian literature.

 

The pastor, who was taken in police custody following the incident, was released after local Christan leaders intervened.

 

At approximately 8.30 am on Saturday, Pastor David Raju from Hyderabad went for a Christian meeting invited by one of his churches in Mangalagiri in Guntur district.

 

At his arrival a group of around 20 people, beat Pastor David and latter the attackers informed local police with false charges of force conversion. He was taken into police custody.

 

Last week, 20 Christian students were attacked in Hanwada village of Mahaboobnagar district Andhra Pradesh and in May, a church was also attacked.

 

According to sources, the situation is under control but has the potential to burst out.

Home Ministry wakes up, gives NIA work

 

While the Assam Police recovered Rs 1 crore and weapons and mobile phones and arrested a number of terrorists and their supporters, the Home Ministry admitted that foreign powers are backing terrorists in North East and the newly formed federal agency would probe the cases.

 

Waking up just a little after P Chidambaram took over as Home Minister, the Public Relations department of the ministry sent a brief note about the how the insurgents were getting funds and support from some neighbouring countries.  

 

Over the past several months, New Delhi has been receiving reports about large scale violence, intimidation, extortion and smuggling of arms and explosives for these purposes by various underground/insurgent groups in Assam and other North-Eastern states.  Surprisingly, the Ministry of Home Affairs wakes up and admits in its latest press release that “there are also reports that some of these groups have established linkages with external agencies hostile to the country.”

 

Most of these groups have also established bases and hideouts in neighbouring countries, and have been using them for training and organizing supplies of weapons, explosives, etc.  The networks involved in these activities operate across the boundaries of different States within the region and linkages have also been developed by different groups among each other.

 

The Correspondent had recently travelled to North-East and recently reported that India shared an open border with Myanmar, China and Bangladesh, to which the Ministry of External Affairs and the Home Ministry said it was a "normal practice" and it was nothing alarming. 


 

It must be good to be an MP!

 

 

As the new bunch of MPs are set to take oath, the question always boils down how much do they earn? On an average, a normal MP earns nearly Rs 15,000 per day.Parliament of India

 

This astonishing figure is not just a figment of any imagination as in the 14th Lok Sabha, average annual saving of an MP touched around Rs 53 lakhs – or simply Rs 14,630 per day.

 

Interestingly, India’s per capita income (PCI) is just a little over Rs 38,000 for the year 2008-09. So an MP just earned around nearly half of the PCI in just a single day, or 140 times the average citizen.

 

The asset generated by the sitting MPs during the past five years—an average increase of 298 percent or Rs 2.67 crore in the past five years.

 

The figures are derived by analyzing the assets of candidates as per their own declaration in the affidavits submitted to the Election Commission of India.

 

However, according to property dealers and realtors, the actual price of the property declared by MPs would increase substantially in most cases if the assessment is done on the prevailing market rate.

 

According to a survey conducted by the National Election Watch — an umbrella body of about 1500 NGOs overseeing the ongoing elections—the maximum increase in assets have been reported in Karnataka - 693 percent , Uttar Pradesh – (559), Chhattisgarh (433), Assam (411), West Bengal (386).

 

The MPs who added maximum to their wealth in the last five years:

 

  • Balashowry Vallabhaneni (Congress - Andhra Pradesh) Rs 111.61 crore
  • L Rajagopal (Congress- Andhra Pradesh)  Rs 90.98 crore
  • Mekapati Rajamohan Reddy (Congress - Andhra Pradesh) Rs 30.92 crore
  • Renuka Choudhary (Congress - Andhra Pradesh) Rs 23.94 crore

 

There are another long list of MPs who added more than Rs 10 crore during the past five years. Though there are 224 MPs who added to their asset in the past five years, there are about 25 MPs who have reduced their assets though marginably.  Barring five MPs who lost their asset by more than Rs 5 crore remaining have lost less than Rs 1 crore.

 

NOTE:  Some MPs declared few assets without giving the value and some have given paltry amounts of their assets.

Agenda ahead - Stop corruption!

 

Now that the second term of the MMS government has commenced and Home Minister P Chidambaram is firmly in place in his North Block – Home Ministry office, the government should start implementing police reforms right away.

 

Prime Minister Manmohan Singh has repeatedly stressed the importance of assuring the security of the nation and the safety of the people. Singh has stressed on the need for intelligence-sharing to occur right down into the district levels if terrorism, naxal insurgencies, and communal violence are to be stemmed.

 

At the moment the public has little faith in the police, which it views as abusive, corrupt and inefficient. 

 

The situation has deteriorated to the point where local intelligence bureaus, where once successful in cultivating sources and informants, are largely ineffective. Mumbai is a tragic case in point.  This dysfunction in intelligence gathering describes the state of policing throughout India.

The UPA government needs to:

 

  • Ensure zero tolerance towards corruption and misuse of power by police officials
  • Separate investigations from the law and order functions
  • Take concrete steps to fully implement the Supreme Court directives laid out in Prakash Singh judgment at the Centre and in the Union Territories
  • Strongly encourage State Governments to implement the
    Supreme Court directives at state level
  • Set up a National Security Commission, a Police Establishment Board and a Police Complaint Authority
  • Fix tenure for the Director General of Police and other key officers on operational duties

 

 

 


The Supreme Court has already directed State and central governments to work on police reforms in its 2006 judgment. While the Centre and some states have resisted complying with any of the Supreme Court’s clear directives, only a few states are towing the apex court line.
Commonwealth Human Rights Initiative has urged the government to implement its manifesto promises in the next 100 days.

PM's media advisor Deepak Sandhu generally gives information which is authorised, while scribes are looking for minute to minute update on meetings inside the PMO or RCR.

 

"During the Vajpayee regime, a shed was made near the reception, inside the housing complex. But during Manmohan Singh's tenure, we have been made to sit outside the RCR," commented a TV journalist. 

 

"How can we update our viewers from this side of the road, without any official confirmation," added another reporter.

 

What the viewers guess is good guess work.

6 ministers get work, rest are hanging with the minister's tag


Manmohan SinghAfter nearly 24 hours of the swearing in ceremony at Rashtrapati Bhawan where 19 Cabinet ministers took oath of office, Prime Minister Manmohan Singh officially announced portfolios of only six ministers and has kept the other ministers without work, so far.

Effectively, the work load on PM’s shoulders has multiplied several times.

The PMO officially announced the portfolios at 2.51 pm on May 23, whereas the ministers took oath of office a day earlier.

Sharad Pawar  -      Agriculture, Food & Civil Supplies, Consumer Affairs and Public Distribution

AWACS to reach Jamnagar on May 25

 

 

AWACSThe Indian Air Force is getting all excited about its latest acquisition, the airborne Warning and Control System.

The IL-76 fitted platform will arrive from Israel in India on its maiden flight on May 25.

Though it is slated to operate from Agra, the veritable flying-giant with an all-pervasive electromagnetic vision will land first at Jamnagar in western Gujarat and arrive at Palam (New Delhi) airport the following day. An induction ceremony awaits the first AWACS in the National Capital.

HAF flays Malaysia

The Hindu American Foundation (HAF) expressed concern over the Malaysian government's ordering a review board to consider the case of Hindu Rights Action Force (HINDRAF) leader P Uthayakumar just after his release from the Kamunting Detention Centre. 

“Such a review seems both unlawful and unconstitutional," said Ishani Chowdhury, Director of Public Policy, HAF.

"We urge the Malaysian government to act quickly and productively to resolve outstanding issues with Malaysian Hindus and engage HINDRAF leaders in finding a lasting solution to address the disparities faced by the Hindu community.”
 
Uthayakumar had been incarcerated since late 2007 under Malaysia's draconian Internal Security Act, a law which allows for arrest and incarceration without the need for trial. 

“If the Review Board orders the re-arrest of Uthayakumar, the Malaysian government will have effectively reneged on promises to deal fairly with the Hindu community," Chowdhury aded. "It will be a major setback not just for the Hindu minority, but all minorities in Malaysia”. 


Free Aung San Suu Kyi 

Aung San Suu KyiBurma's democracy leader and Nobel Peace prize winner, Aung San Suu Kyi, has been locked up on new trumped up charges, just days before her 13 years of detention was due to expire.

She and thousands of fellow monks and students have been imprisoned for bravely challenging the brutal military regime with peaceful calls for democracy.

Risking danger to speak out for their jailed friends, Burmese activists are demanding the release of Aung San Suu Kyi and all political prisoners and calling on the world to help.

On May 14th, Aung San Suu Kyi was arrested and sent to jail to charged in connection with an American man who allegedly sneaked uninvited into the compound where she is being held in Yangon. The charges are absurd −− it is the Burmese military, now charging her with breach of house arrest, that are responsible for the security of the compound. They area pretext to keep her detained until after elections which are set for 2010.

The Burmese regime is renown for its vicious repression of any threat to full military control − thousands are in jail in inhumane conditions and denied any medical care, there are ongoing abuses of human rights, there is violent repression of ethnic groups, and over a million have been forced into refuge across the border.

Aung San Suu Kyi's is the greatest threat to the junta's hold on power. Her moral leadership of the democracy movement and the legacy of her landslide victory in 1990 elections means that she is the only figure who could face down the military in elections next year. She has been detained over and over again since 1988 −− under house arrest and allowed no contact with the outside world. But this scandalous new detention in the notorious Insein Prison without medical care could be very dangerous because she is seriously ill.

The military regime is fearful of this unified and massive online call to the UN −− over 160 Burma exile and solidarity groups in 24 countries are participating in the campaign.

A petition is calling on the UN Secretary General to act now − he can require the prisoners release as a condition of renewed international engagement. The petition will be presented on May 26, by brave Burmese democracy activists.

Kingfisher Airlines had earlier sought a second extension of 10-days to payback its Rs 1,000 crore or so dues to the oil-marketing companies. It had failed to pay on March 31 and and April 10.

The airlines get cheaper petrol from the government. When everyone is paying from Rs 40 to 45 per liter of petrol, the airlines get petrol at around Rs 26 from the government.

Where have the Kashmiri Pandits gone?

New Delhi: The Kashmiri Pandits are once again bei
ng marginalized. After being uprooted from the their homes in the Valley, this time the Election Commission of India and the J-K government are ensurig that are not allowed to vote.

Roots in Kashmir, a global initiative of the Kashmiri Pandits protested against the discrimination faced by them at the hands of the ECI and the Jammu and Kashmir government.

1996 - 1.5 lakh

2008 - 70,000 only 

The number of electoral members of the Pandit community has dropped considerably from the voter list (electoral rolls) of the J&K State in the last two decades. While the year 1996 saw 1.47 lac of them in 2002 it went down to 1.17 lac and further down to 0.71 lac last year during the assembly polls in the state.
 
“At a time when registering as a voter is a mere mouse click away, the Election Commission in connivance with the State is making the most tedious processes for us so as to ensure that we don’t even get a basic human right.” says Ranish Hangloo, a youth activist with the group. 

With polling facilities in only two cities in India the State ensures that over a lakh Pandits living in towns other than Delhi and Jammu don’t get to vote. While others get a day off to vote, "we are expected to take an off and fly to Delhi or Jammu to vote", says an activist.
 
Hundreds of protesters were seen participating in the silent sit-in protest at Jantar Mantar in New Delhi wearing black cloth on their mouth.
 
It is but a part of the larger process to erase us not just from geographical horizon of Kashmir but from mind-spaces, voter lists, ration cards so that one day we can no longer claim to be Kashmiris. On one hand peaceful protestors are beaten in Jammu while separatists are having an electoral field day. The nation votes and we wonder about our Voter ID cards. Elections for them, Exile for us!” said Mr. Sanjay Peshin, Chief Coordinator of Roots in Kashmir.
 
Protesters demanded that voting procedure for the migrants be simplified to ensure their 100% participation in the democratic process, dispensing of M Forms and issuance of Election Photo Identity Cards alleged that despite the assurance of Chief Election Commissioner, nothing substantial emerged over one month.
 
“We fail to understand why this M-form (migration form) system is there when photo identity cards could be made for the Pandit voters. The M-form system should be deleted from the process in order to ease the lengthy enrolment and voting process.” the group release said. “We are not migrants but refugees in our own country; we are Internally Displaced persons (IDPs) under United Nations guidelines” it said further.
 
Along with Roots in Kashmir, members of Panun Kashmir (PK) and All India Kashmiri Samaj also led the protesters.
